I need a single code-base application that can be deployed as both a responsive web app and a native-feeling mobile app. Its sole audience is field inspectors, so every screen should be quick to load, usable one-handed on site, and fully functional offline until the device reconnects. Core workflow An inspector starts a new project, chooses or adds a structure, then walks through the site capturing photos, short written observations, and selecting a repair priority flag. The priority options are fixed at High, Medium, and Low; the UI must make it impossible to leave an item unclassified. Once the survey is complete the system should compile all entries—images, notes, and priority codes—into a clean, branded PDF or Word report that can be emailed or stored in the cloud with one tap. Repair-option library For each defect type the inspector should be able to pull up a concise library entry showing recommended repair methods, typical material lists, and reference images. I will provide the initial content in Excel/CSV; the app just needs an admin screen where I can edit or add items in the future. Essential functions (deliverables) • Progressive web app + installable Android/iOS package generated from the same codebase • Secure inspector login and simple project/structure selector • Photo capture (device camera or gallery) with automatic compression • Text entry fields that support voice-to-text on mobile keyboards • Fixed priority selector: High / Medium / Low • Local data caching with background sync when online • One-click report generation (PDF or DOCX) with embedded images and priority color-coding • Admin interface to maintain the repair-option library Acceptance criteria 1. A test build installs and runs on Chrome, Safari, Android, and iOS without feature loss. 2. I can complete a sample inspection entirely offline, reconnect, and see the data synced to the web dashboard. 3. Generated reports open correctly in Adobe Acrobat and MS Word and match the provided branding guide. 4. The repair-option library is editable without touching the code. I am open to React Native, Flutter, or any modern PWA-friendly stack as long as future maintenance is straightforward.
