I need an end-to-end WhatsApp chatbot that makes routine public–police interactions quick and paperless. Through one conversational number, a citizen should be able to: • lodge a mobile-lost complaint and automatically receive the PDF acknowledgement needed for insurance • check and pay pending traffic challans in real time • look up their local beat officer, passport-verification officer or nearest police station by pin code or location share • submit servant / tenant verification requests, attaching ID images directly inside the chat • raise any other general complaint with automatic ticket generation and status tracking Only WhatsApp matters for the first release, so please base the solution on the official WhatsApp Business API (Cloud API or on-premise), plus any stack you prefer—Python, Node.js, Dialogflow, Rasa, Twilio, etc.—as long as it stays compliant with Meta’s policies and allows easy hand-off to a human desk when needed. Key expectations – Multilingual support (English + Hindi to start, expandable) – Secure data capture & storage (end-to-end encryption on transport, AES at rest, role-based admin panel) – Simple web dashboard where officers can view, filter, update and export case records – Webhook-driven integration points so we can plug into existing state police databases for challans, FIR numbers and officer directories – Clean, well-commented source code, deployment guides and API documentation so our in-house IT team can maintain it after hand-over I’ll provide endpoint access for live challan lookup and officer directories; everything else—including flow design, NLP training, testing and final deployment—should come from you.
